Synopsis
Every year, there is a one-in-a-hundred chance that the river Seine will overflow its banks and the authorities have set up an emergency plan in case of flooding, called "Plan Neptune". A disaster doesn't necessarily happens, but it will happen eventually. When it does, there are only two categories that are not affected by the collapse of the social structure: the fool and the wise.
